Escondido Charter Proposal Offers Few Benefits, Many Hazards (By By Rick Moore of Escondido Democratic Club. City charters offer few benefits and many hazards, according to Kyle Krahel-Frolander, who spoke to Escondido Democrats at their March 2014 meeting. The first time around, the proposal (drafted by the construction industry) was turned down by voters. Now they are trying again for Nov. 2014.
